Information and Communication Technology or ICTs allow users to participate in a rapidly changing world in which work and other activities are increasingly transformed by access to varied and developing technologies.
ICT tools can be used to find, explore, analyze, exchange and present information responsibly and without discrimination. ICT can be employed to give users quick access to ideas and experiences from a wide range of people, communities and cultures.

Why do we need them in Africa? They are good for competition! The operators in Africa have no real competition in the market. The regulators must now welcome MVNOs. Presently many companies and regulatory bodies are strongly in favour of MVNOs.
For example, in 2003, the European Commission issued a recommendation to national telecom regulators (NRAs) to examine the competitiveness of the market for wholesale access and call origination on public mobile telephone networks. The study resulted in new legislation from NRAs in countries like Ireland and France that forces operators to open up their network to MVNOs.

Microsoft Research, TWAS and AAS reward computer scientists showing potential to accelerate economic development in Africa
Nairobi, Kenya. Three African scientists have been awarded the inaugural TWAS-AAS-Microsoft Award for Young Scientists, by TWAS, the academy of sciences for the developing world and the African Academy of Sciences (AAS). The award, funded by Microsoft Research, recognises the outstanding work of African scientists that has – or promises to have – a positive impact in the developing world.
The awards ceremony will take place on 7th December during the opening session of the TWAS-ROSSA (Regional Office for Sub Saharan Africa) Young Scientists Conference. Each winner will receive a cash prize of €7,000.
